On November 17, 2025, the Party Branch of JC Master Law Office convened a general meeting of its members to study and implement the spirit of the Fourth Plenary Session of the 20th CPC Central Committee. 。 This meeting was chaired and led by Attorney Xu Guojin, Secretary of the JC Master Party Branch, and was attended by all members of the branch.
At the outset of the meeting, Secretary Xu Guojin underscored the profound significance of thoroughly studying and implementing the spirit of the Fourth Plenary Session of the 20th CPC Central Committee. He noted that this session was convened at a pivotal moment—when China is embarking on a new journey toward fully building a modern socialist country and advancing toward the second centenary goal. The session reviewed and adopted the “CPC Central Committee’s Proposal on Formulating the 15th Five-Year Plan for National Economic and Social Development.” The period of the 15th Five-Year Plan represents a critical phase for laying a solid foundation and mounting a comprehensive effort to basically achieve socialist modernization, occupying an important position as a bridge between the past and the future in this process. Under Secretary Xu’s leadership, all Party members engaged in an in-depth study of the Communiqué of the Fourth Plenary Session of the 20th CPC Central Committee and the key provisions of the proposal for the 15th Five-Year Plan. Secretary Xu particularly emphasized that economic and social development during the 15th Five-Year Plan period must adhere to the principle of upholding the CPC’s overall leadership and putting the people first.
Party members attending the meeting focused on studying the requirements outlined in the proposals for the 15th Five-Year Plan regarding the building of a law-based China. Secretary Xu pointed out that the proposals emphasize upholding the principle of governing the country comprehensively according to law, coordinating efforts to advance scientific legislation, strict law enforcement, impartial administration of justice, and universal compliance with the law, and integrating rule-of-law development into every aspect of economic and social progress. This not only clarifies the goals and overall strategic plan for building a law-based China but also sets forth specific tasks for advancing a law-based government. Finally, drawing on the proposals for the 15th Five-Year Plan, Secretary Xu offered his outlook on the development trends of the legal services market, noting that the document not only paints a grand blueprint for national development but also defines a new historical positioning for the legal services sector. A series of new concepts and initiatives contained in the proposals are reshaping the landscape of China’s legal profession, and during the 15th Five-Year Plan period, the legal services industry will face both new opportunities and challenges.
Through this study session, the Party-member lawyers of JC Master unanimously expressed their commitment to closely integrate the study and implementation of the spirit of the Fourth Plenary Session of the 20th CPC Central Committee with their professional practice, continuously enhancing their political awareness and professional competence, and striving to become exemplary lawyers who win the trust of both the Party and the people.
