On the occasion of the 40th anniversary of JC Master Law Office, as a co-organizer, JC Master joined forces with the Nanjing Bankruptcy Administrators Association to successfully host the sixth session of the “Jinling Administrators’ Salon.” This event was themed “Pre‑Reorganization and Reorganization Practices for Small and Micro Enterprises,” focusing on policy interpretation and practical insights into pre‑reorganization and reorganization procedures for such enterprises. As a key component of the series of events marking JC Master’s 40th anniversary, this salon focuses on the pressing challenges facing small and micro enterprises in the current economic environment. Accounting for over 90% of market entities, these businesses confront a “three‑special, three‑difficult” predicament in bankruptcy and reorganization: simple balance sheets yet complex valuation; legal independence yet strong operational dependence; clear creditor claims yet fragile trust. The event commenced with an address by Wan Yongsong, President of the Nanjing Bankruptcy Administrators Association. President Wan emphasized that bankruptcy reorganization for small and micro enterprises is vital to employment stability and market vitality, and that prioritizing their recovery holds significant social value. He noted that the Nanjing Bankruptcy Administrators Association has been guiding administrators in exploring innovative approaches to bankruptcy reorganization, underscoring its importance in fostering economic resilience and growth.
Subsequently, Attorney Xu Guojin, Director of JC Master, stated that JC Master aims to leverage the professional expertise it has cultivated over its 40-year history to provide practical guidance for the industry and help enterprises achieve a transformative rebirth.
During the policy‑interpretation session, Attorney Chen Yan, Vice President of the Nanjing Insolvency Administrators Association, outlined a fourfold redefinition of the administrator’s role under the “Nanjing Model”: a collaborative supervisor—strengthening the debtor’s right to participate and overseeing self‑administration; an empowering facilitator of streamlined procedures—enhancing efficiency through standardized forms and digital tools; a flexible negotiator—leveraging the “deemed consent” rule and pre‑reorganization coordination mechanisms; and a value‑oriented guardian of assets—prioritizing the preservation of the enterprise’s going‑concern value while balancing individual and corporate debt obligations.
During the practical‑sharing session, Attorney Xu Tao of JC Master Partners drew on detailed data and vivid case studies to offer attendees highly valuable, actionable insights. He provided an in-depth analysis of several landmark cases from the past two years, in which his team successfully guided small and micro enterprises through reorganization, clearly illustrating tailored solutions for businesses across diverse industries and facing a range of challenges. Leveraging its extensive experience in bankruptcy and restructuring, JC Master presented practical, actionable solutions, and its “flexible negotiation + value preservation” approach was widely acclaimed. This salon not only showcased JC Master’s professional achievements over its 40th anniversary but also reafofficeed its original commitment to giving back to the industry through expertise.
