From October 23 to 24, 2025, the Jiangsu Provincial Association for Corporate Legal Affairs organized a field‑based research and exchange mission on rural revitalization, bringing together association leaders, representatives from several vice‑presidential member units, and heads of corporate legal departments to Huai’an District. The initiative centered on the special campaign “Thousands of Associations Partner with First Secretaries to Jointly Boost Rural Revitalization,” aiming to channel industry association resources toward the front lines in rural areas and provide robust legal support for advancing rural revitalization in Huai’an District. Lawyer Li Yuanyang, Director of the Management Committee of JC Master Law Office, delivered a public legal education lecture.
Zhou Jianhai, President of the Provincial Enterprise Legal Affairs Association; Xue Xinghua, Vice President and Secretary-General; Zhang Jinming, Vice President; Tong Tianwu, Supervisor; heads of the legal departments of central enterprises and provincially‑affiliated enterprises serving as vice presidents; and lawyers from law offices; along with Yu Hao, Deputy Secretary of the Huai’an District Party Committee and Team Leader of the Provincial Party Committee’s Rural Revitalization Task Force stationed in Huai’an District; Jiang Guodong, United Front Work Member of the task force and First Secretary of Yangji Village, Pingqiao Town; Zhou Qiyang, First Secretary of Luqiao Village, Pingqiao Town; Liu Chenye, First Secretary of Daji Village, Shunhe Town; and Fu Tongchangjian, First Secretary of Heqiao Village, Shunhe Town, also attended the event.
The Provincial Enterprise Legal Affairs Association conducted in-depth field research, visiting companies such as Zhenhuai Group, Gongchuang Turf, and Xiuzheng Pharmaceutical. The delegation examined firsthand how high-quality enterprise development contributes to rural revitalization, gaining insights into corporate governance under the law, the protection of legitimate rights and interests, the creation of a law-based business environment, and the demand for legal services. Li Yuanyang, Director of the Management Committee of JC Master Law Office, delivered a public‑law education session on the theme “Strengthening the Rule of Law Foundation to Boost Enterprise Development,” focusing on areas such as corporate contract management, labor and employment administration, and the lawful safeguarding of rights and interests.
At the joint‑construction and exchange symposium, the Party branch of the Jiangsu Provincial Enterprise Legal Affairs Association and the temporary Party branch of the Jiangsu Provincial Party Committee’s Rural Revitalization Work Team stationed in Huai’an District signed the “1+1” Pairing‑Construction Agreement between Party branches. Through this pairing‑construction initiative, the parties will leverage their respective strengths to achieve resource sharing, complementary advantages, mutual reinforcement, and collective progress, transforming the organizational strengths of the Party into developmental advantages and ensuring that “joint construction drives improvement, fosters cooperation, and propels development.” Zhou Jianhai, President of the Jiangsu Provincial Enterprise Legal Affairs Association; Yu Hao, Deputy Secretary of the Huai’an District CPC Committee and Leader of the Provincial Party Committee’s Rural Revitalization Work Team in Huai’an District; and representatives from the legal departments of central and provincial state‑owned enterprises delivered remarks at the symposium. All participants unanimously agreed that strengthening communication and collaboration between the Jiangsu Provincial Enterprise Legal Affairs Association and the Provincial Party Committee’s Rural Revitalization Work Team in Huai’an District will fully harness the legal expertise and resources of the industry association, bring laws and policies to rural areas, foster a rule‑of‑law environment for rural revitalization, identify optimal points of connection for partnering with villages, and establish the most effective win‑win framework for joint development, thereby ensuring the successful implementation of key tasks. They also pledged to guide state‑owned enterprises in deepening cooperation with local businesses, channel industry‑association resources toward the rural frontlines, explore mutually beneficial models for linking legal resources with rural enterprises, and actively support the comprehensive revitalization of Huai’an District’s rural areas.
A delegation from the Provincial Enterprise Legal Affairs Association also visited the Zhou Enlai Memorial Hall and his former residence to participate in immersive red‑education activities, undergoing a profound spiritual renewal inspired by the revolutionary spirit. This on‑site educational experience served as both a patriotic awakening and a source of renewed enthusiasm for Party members, deepening their sense of mission and responsibility as Communist Party members. Participants unanimously pledged to remain true to the original aspiration and mission of putting the people first, carry forward the invaluable spirit of revolutionary martyrs, draw strength from our red heritage to forge ahead, bolster their confidence in advancing rural revitalization, and contribute to building a vibrant, prosperous, beautiful, and high‑quality Huaiyin District.
