More than 150 representatives from the business and legal communities—including Gu Yonggeng, President of the Municipal Federation of Enterprises; Li Song, President of the Municipal Federation of New Social Strata; Zhang Hong, Vice President of the Municipal Lawyers Association; and Zhai Junde, Secretary-General of the Municipal Entrepreneurs Association—also took part.

Ling Attorney Jian Hao provided a systematic interpretation of the Law on Promoting the Private Economy, highlighting its eight key highlights, including the first-ever explicit recognition of the legal status of the private sector, the removal of market‑entry barriers, and the resolution of financing bottlenecks. He conducted a detailed analysis from three perspectives—legislative background, core provisions, and practical implications—and concluded that this law serves both as a “protective shield” and a “guiding compass,” urging enterprises to proactively study and fully leverage its policies to achieve sound and compliant development.
