In December 2012, our association issued the “Measures for the Reporting, Investigation, and Handling of Information Security Incidents in the Securities and Futures Industry” (CSRC Announcement [2012] No. 46). Overall, these Measures have played a positive role in standardizing the reporting, investigation, and handling of cybersecurity incidents in the securities and futures sector, reducing the occurrence of such incidents, and safeguarding the legitimate rights and interests of investors as well as the stability of the capital market. However, following several years of practical implementation, it has become increasingly apparent that the Measures require further refinement in areas such as information system classification, the grading of cybersecurity incidents, accountability, and incident response procedures.

On December 18, the ICS Security Technology Summit, hosted by Beike Zhaofang, was held in Beijing. With the theme “Breaking the Impasse in Industrial Internet Security,” the summit brought together representatives from relevant government departments, industry experts, and security leaders from leading domestic and international companies to discuss the challenges and opportunities that the industrial internet poses for corporate security, as well as the evolving role of security in driving innovation and transformation, ultimately seeking effective strategies for enterprises to address these issues in the era of the industrial internet.
Four departments have clarified the corporate income tax policies to promote the high-quality development of the integrated circuit and software industries.
Today, the Ministry of Finance, the State Taxation Administration, the National Development and Reform Commission, and the Ministry of Industry and Information Technology jointly issued the “Announcement on Corporate Income Tax Policies to Promote the High-Quality Development of the Integrated Circuit and Software Industries.” The announcement stipulates that integrated circuit production enterprises or projects encouraged by the state, with a feature size of 130 nanometers or less (inclusive) and an operating period of at least 10 years, shall be exempt from corporate income tax for the first two years, and from the third to the fifth year, corporate income tax shall be levied at half the statutory rate of 25%.

On December 17, the Supreme People’s Procuratorate released nine typical cases of administrative public interest litigation in the areas of state‑owned property protection and the transfer of state‑owned land use rights, providing guidance to procuratorial organs across the country to broaden leads in these fields, intensify case handling, and standardize procedural practices.
